TES:Morowind had. It was annoying too, because you could only view first-person, and only knew the birdies were there when you heard the caw and saw the red flashes of your blood.

Yeah, I didn't see any indication that the z-axis glitch has been addressed (in fact, saw to the contrary). From what I heard, it results from part of the fundamental architecture of the game, and not likely possible to change.

They should make it so grounded melee characters do less (half) dmg to fliers, and could also make another profession, something like a lancer, or dragoon, a meleer using spears. Kind of a cross between a warrior and a ranger, can have skills that "throw" the spear as a ranged attack with whatever modifiers (+dmg or status effect) but shorter range than arrows, plus do increased damage to fliers, like monks do to undead
